There are several Corrective Action business rules that may be in play:
1. Only the creator of a CA can Accept the CA, except for an Administrator (for you to have accepted a CA you did not create you would have had to be logged in as the Administrator).
2. Anyone with View CA privilege can Respond to a CA.
3. There must be at least one response to a CA before the Accept option can executed.
