Does the TF! software support performance-based service contracting?

Yes. While the TF! software can be used in support of any type of service contracting, it was designed specifically to address the evolution towards performance-based service contracting. Under performance-based service contracting, the customer strives to define the end result to be achieved while limiting the prescription as to how a contractor achieves the result. As such, there may be significant opportunity for bidders to offer varying process and resource solutions to meet the requirement. The TF!© software was designed to allow an apples-to-apples comparison of possibly widely varying solutions and to identify those offers that have under-resourced the effort due to a lack of understanding of the scope of services to be provided.
