Why update the data in the TF!© software for subsequent contract amendments?

The data in a TF!© software file collected during a competitive phase can provide a solid basis for a negotiation in support of a contract amendment after a contract has been awarded (i.e. a negotiation that is no longer competitive). Updating the competitively obtained data for subsequent amendments will enhance the capacity to negotiate future amendments and serve to mitigate the contractor’s sole source advantage in negotiations by providing insight into the resourcing and pricing through comparison to the proposed approach to that bid in competition. Should the contract cost grow to a point where the cost is considered significantly greater than could be obtained through competition, the project can consider a re-procurement (as the cost of re-procurement may be less than the expected savings).
