Why use the TF! software if bidders reverse engineer the inputs?

Without the use of the TF! software, typically a technical evaluation would consist of assessing a bidder’s capability by reading through a narrative proposal with the cost/price information being separately submitted and evaluated. With the TF! software, the technical resourcing, costing and pricing are all linked in such a manner that it limits the opportunity for a bidder to propose one solution to ensure a technical passing grade while pricing another solution to ensure lowest price. Thus, even if a bidder reverse engineers the technical resourcing from the price it wants to offer, the technical evaluators have the opportunity to assess whether the reverse-engineered result is consistent with the bidder’s technical narrative and whether the reverse-engineered solution is a solution that will deliver the work requirements. This process has been validated through successful defense of challenges to selections heard by the CI.
