Why did DND start using the TF!© software?

During the middle of the 1990’s, DND began exploring the expansion of alternative services delivery with a focus on out-sourcing. A contractor who was frustrated with losing contracts to bidders who low-balled to win the job approached DND with their TF!© software experience that had been applied to out-sourcing in other countries. DND undertook some trial projects at the time which were considered successful and has continued the use of the TF!© software since. An independent assessment of the initial trials concluded that overall while the cost of using TF!© was equivalent to other methods used, TF!© offered additional benefits not available through those traditional methods.
